Government transactions on a monthly subscription

Companies operating in the Kingdom need continuous follow-up of work permits, identity cards, the commercial registration and social insurance before the relevant authorities. Al Qabas provides this service on a fixed monthly subscription in four packages, each one wider than the last in two respects: the headcount it covers, and the kinds of transaction it includes.

One monthly subscription

A fixed amount inclusive of value added tax. No charge per transaction, and no scattered invoices to reconcile at month end.

Government fees

At the value prescribed by the authority

The office settles them on the company's behalf at the time of filing, then invoices them at the prescribed value. The official receipt is issued in the company's name.

A single transaction without a subscription

A single transaction is carried out on a quotation issued on request, once the type of transaction, the documents required and the expected period have been set out.

Annual settlement is equivalent to ten months. Moving between packages is available at any time, up or down, and termination takes one month's notice. If a company needs a transaction outside the scope of its package, a written quotation is issued for it, or it becomes covered by moving to the next package up.

Speed of follow-up

A number of recurring transactions, such as certain renewals, are completed within one working day once the documents and requirements are in order, where the authority’s own procedure allows it.

Early renewal notice

For subscription clients covered by the follow-up service, a notice is sent sixty days before a registration or permit expires.

Government fees at their official value

Government fees are settled at the value prescribed by the relevant authority, with the official receipts for the transaction provided.

Formal representation

The company is followed up and represented before the relevant authorities under the required formal authorisations and documents.

Questions asked before engaging

Is the subscription charged by the number of transactions?

No. The package is set by two things: the company’s headcount, and the scope of transactions it needs. The subscription does not change with the number of transactions in a given month, so long as they fall within the package’s scope and headcount stays within its limit.

What separates the four packages?

Each package is wider than the last in size and scope together. The Entry package covers maintenance transactions: renewals, cancellations and data updates. The Basic package covers those and operations: issuing permits, residencies and identity cards for new staff. The Growth package covers those and changes: the Bahrainisation rate, the permit ceiling, and amendments to the commercial registration. The Partner package covers those and adds regular site visits and a service level agreement.

What if a company needs a transaction outside the scope of its package?

A written quotation is issued for that transaction, setting out the documents, the period and the cost, or it becomes covered by moving to the next package up. No transaction outside the scope is carried out without a prior quotation.

Who holds the employees’ passports?

The office holds no passport. Documents are received for the transaction alone, then returned to the company with the completed document and its receipt.

Who pays the government fee?

The office settles it on the company’s behalf at the time of filing, then invoices it at the value prescribed by the relevant authority. The official receipt is issued in the company’s name and handed over with the completed document.

What sits outside the subscription?

Expertise work: workforce ceiling increases, violation removal and settlement, liquidation, changes of legal form or partners, and labour claims. Each case is studied on its own and a written quotation is issued, with a discount for subscribers according to their package.

How is the office authorised?

Each authority has its own authorisation mechanism, and the office handles the procedure with each of them. The authorisation stays within the scope of the agreed transactions, and the company may withdraw it at any time on its own notice.

What happens if an application is returned?

The authority’s conditions and documents are checked before filing. If an application is returned, the reason is set out in writing and the application is refiled once the requirement is met, at no additional fee to subscribers; government fees remain as determined by the relevant authority.

Can the subscription be ended?

Yes, on one month’s notice and without penalty. Moving between packages is available at any time, up or down.

Do the prices include VAT?

Subscription prices and formation package prices include value added tax, and the published figure is the final amount. Government fees are not subject to the tax and are settled at their prescribed value.
